In Ecuador, within the framework of the Organic Law of Intercultural Education 2010, aimed at promoting inclusive education for the most vulnerable population of children and young people with special educational needs, this is potentially seen as an efficient mechanism to transform the social conditions of some human groups; this is where this research proposal was born, which sought to evaluate inclusive education policies in the operation, results, and reception in the Educational Units: San Fernando de Quito, San Luis Beltrán de Cuenca, and San Vicente Ferrer de Ibarra, with whom, through an adequate methodology, it was wanted to respond to the proposed objective through focus groups, which were made up of directive, administrative, teaching staff and parents’ councils. The population consisted of students from fourth to eighth-grade of basic education, ninth and tenth of high-school education and, from first to third of higher education of the educational units, with which the techniques for collecting information were applied as the interview and instruments such as the Likert scale, complemented with the secondary technique of document review, under the assessment of experts and the application of the statistical system SPSS.25, thus consolidating a multi-method investigative process with the dominance of the quantitative method that, within the framework of the global COVID-19 pandemic, evidences some emerging categories relevant to the type of evaluative research.
