Education has been understood as a priority process to reduce the world’s poverty gaps; however, some countries, especially those of the misnamed third world, prioritize their investment to other sectors. While there have been interesting efforts made evident in the guidelines and instruments of public policy in the field of education in the country, the indicators do not leave governments very well. This article reviews the instruments of public policy, emphasizing the educational issue, finding a high concern and the greatest advances in terms of quantity and coverage.
