This article presents a review of different studies on competitiveness, analyzes the factors that make a region competitive, and teaches the importance of this issue in the nations and regions. The writing is divided into five parts: the first discusses the relationship between productivity and competitiveness concepts; the second makes a brief analysis of the State’s contribution to the competitiveness of regions and businesses; the third contextualizes competitiveness at national, regional and enterprise level. Factors that measure competitiveness in a region are identified in the fourth part, and the fifth presents how is addressing the issue of competitiveness in Colombia.It also focuses on the main elements and challenges of competitiveness for the development of the regions, and some measurement variables that make it possible to identify problems in the country and the departments, arguing that the creation of an appropriate institutional framework can generate profits, resulting vital and important the joint work between academy, the productive sector and the State, being the main objective to coordinate efforts and resources to the best use of scientific, technological and innovation capacities for productivity and competitiveness of the regions.
