The article evaluates the performance and effectiveness of public policy designed by the government to prevent illicit recruitment during the period 2010-2014. The field of study focused on the non-coercive causes that motivate the children of highly vulnerable populations to join the ranks of the armed groups with the greatest presence in the country such as: the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN), taking as reference the economic and social situation facing the municipality of San Andrés de Tumaco.Based on the research carried out by different entities on the subject and, thanks to the academic contributions of experts, it was possible to identify the main shortcomings of the analyzed public policy and, it is concluded that there is a close relationship between the illicit recruitment and the weakness of the State to cover the basic needs of the child population.
