The article was based on a research project entitled: Evaluation of alternative sources of water for the supply of San Juan de Pasto in Colombia under drought scenarios. A bibliographic review was carried out at the regional, national and global levels related to water resources, their distribution, use, management and impact of the phenomena of variability and climate change, in order to know the benefits and failures of the solutions which has been raised globally, mainly in the drought phenomenon, in order to be able to contextualize the support tools focused on local planning. The review concluded that current water supply and demand varies around the world, which is why water resource management is linked to specific characteristics and different conditions (meteorological, geographic, demographic, etc.) of each zone, making it impossible to achieve equal management at a global level.
